The international conference Measuring Development in Turbulent Times (Bucharest, November 28-29, 2017) will explore the theoretical and empirical challenges related to defining and measuring development, progress, and the national performance. The two-day event will provide a venue for discussion and reflection upon pressing issues in the field of development and globalization studies:


•    Has globalization reached its limits? Are we witnessing its demise?
•    The need for change: how can the existing models of development be adapted to fit current challenges?
•    What are the most recent theoretical/empirical insights on measuring development in turbulent times?
•    How did the economic crisis reshape the relation between development, poverty and inequality inside and outside the European Union?
•    What are the trends most likely to impact the European Union’s medium and long term development?
•    What development model for the European Union?
•    What development model for Romania?
•    What innovative ways of communicating progress can be envisaged at the government level?
•    How does trust in the national institutions shape the citizens’ support for public policies? What is the relation between the measurable progress towards the development goals, and the public perception of that progress?
•    What are the suitable tools and instruments to support evidence-based policy making?

The event is expected to bring together scholars, public and private experts, statistical producers, as well as all other key stakeholders to discuss data on development. It is a means for exchanging expert opinions on the conceptualization of development and the aggregation of statistical data.

100 indicators of high relevance for measuring Romania’s development level

Wednesday, January 18, 2017, the Secretariat-General of the Government (SGG)/The Analysis and Strategy Center and the National University of Political Studies and Public Administration (SNSPA) organised a public consultation meeting, within the project “The State of the Nation – the development of an innovative instrument for grounding the development of public policies in Romania (SIPOCA 11)”.

The project “The State of the Nation” aims to develop an aggregator of public statistical data, which would show the most suggestive aspects of Romania’s socio-economic development. The defining characteristic of the online aggregator is that it attempts to comprise highly relevant indicators for measuring “the state of the nation”.

The event allowed all stakeholders to have an active role in validating the system of indicators. Representatives of central public authorities, specialists, representatives of academia participated in the event and proposed various approached and solutions to the problems raised by the project.

“The national conference “How do we measure Romania’s development? Main fields, indicators and methodological challenges” marks the end of the first key stage of the project – developing a coherent, robust system of indicators, that would help measure Romania’s state of health. We need professors, researchers, local specialists and active participants to validate this system of indicators giving the image of Romania’s economic state, of the strengths and weaknesses of social life, of the environment, education, health, agriculture, and so on”, declared Lelia Oanță, director of the Analysis and Strategy Center and project manager, the Secretariat-General of the Government.

Eight teams of experts, formed of sociologists, economists, experts in quality of life, statisticians, specialists in public policies, proposed approximately 100 suggestive indicators grouped in 12 fields, among which two experimental ones. “The system of indicators incorporates the knowledge and expertise of the project’s multidisciplinary team, as well as the recommendations formulated in the context of information and consultation activities organised in the project: field trips to six prestigious international institutions: OECD (Better Life Index), Observatoire Français des Conjonctures Economiques din Paris, GESIS, the institute that owns and operates the database Social Monitoring and Reporting in Europe, Eurostat, Eurofound – European Foundation for the Improvement of Living and Working Conditions, European University Institute - Robert Schumann Center for Advanced Studies (Globalstat), as well the three methodological design workshops organised in Cluj, București and Iași”, declared Reader Loredana Radu, The State of the Nation project coordinator, SNSPA.      

Romania needs an instrument that would allow stakeholders to access relevant statistical data for grounding decisions, strategies and public policies. “Romania does not have such an aggregator and does not have the culture of collecting data and taking decisions based on data”, said Professor Alina Bârgăoanu, dean of the Faculty of Communication and Public Relations and Institutional Development coordinator of the project The State of the Nation. “What is the state of the nation? The state of the nation could be thus described: ‘an isolated country abroad, fractured internally, about to be depopulated and with serious trust issues’. This may be too harsh a picture, but we cannot go on looking away”, declared  Alina Bârgăoanu.

The online aggregator The State of the Nation will offer access to all parties interested in Romania’s socio-economic picture, through an accesible interface.

The national conference “How do we measure Romania’s development? Main fields, indicators and methodological challenges”

Wednesday, January 18, 2017, the Secretariat-General of the Government and the National University of Political Studies and Public Administration (SNSPA) organise the national conference “How do we measure Romania’s development? Main fields, indicators and methodological challenges”, a public consultation meeting, aimed at presenting and validating the system of indicators for measuring Romania’s “state of the health”, within the project The State of the Nation – the development of an innovative instrument for grounding the development of public policies in Romania (SIPOCA 11).

Romania needs an instrument that would allow stakeholders to access relevant statistical data for grounding decisions, strategies and public policies. Starting from this need, the Secretariat-General of the Government, in partnership with SNSPA, developed the project The State of the Nation – the development of an innovative instrument for grounding the development of public policies in Romania (SIPOCA 11). The project aims to develop an aggregator of public statistical data, which would show the most suggestive aspects of Romania’s socio-economic development.

The project’s first stage – creating the system of indicators and the measurement methodology – is coming to an end. The main result of this first stage – the system of indicators and the measurement methodology – is meant to form the basis for measuring Romania’s socio-economic development, and is of utmost importance for the online aggregator The State of the Nation. Eight teams of experts, formed of sociologists, economists, experts in quality of life, statisticians, specialists in public policies and so on, proposed suggestive indicators grouped in 12 fields, among which two experimental ones.
The event is organized so as to allow all stakeholders to have an active role in validating the system of indicators, being a framework for involving relevant actors (representatives of central public authorities, experts, representatives of academia, etc.) into debates on various approaches and solutions.
Working groups will be organised within the conference, and their conclusions will be integrated into the final form of the system of indicators.
The conference will take place at Hotel Marshal Garden (Calea Dorobantilor, nr. 50B, sector 1, Bucuresti), 5th floor, Panoramic Hall.

Conference agenda
Starting 13.30, two parallel working groups will take place. Your contributions are crucial. All questions, comments and recommendations will be registered and incorporated, depending on their relevance and opportunity, in the system of indicators The State of the Nation.

The national conference for launching the project State of the Nation – designing an innovative instrument for supporting public policies

The Secretariat-General of the Government (SGG)/Center for Analysis and Strategyand the National University of Political Studies and Public Administration (SNSPA) will organise on June 2, 2016 the national conference for launching the project SIPOCA 11 “State of the Nation. Designing an innovative instrument for supporting public policies”. The conference will take place at SNSPA headquarters (Blvd. Expozitiei no. 30A), multifunctional room, ground floor (10.00 -14.30).

The main topic of the event will be the presentation of the project State of the Nation. Designing an innovative instrument for supporting public policies, which aims to develop and introduce in the Secretariat-General of the Government an aggregator of multidisciplinary statistical data. The project will contribute to fostering the institutional capacity of central administration in Romania to design evidence-based policies.
